Why is the approve button missing for users when status is Pending Individual's Appro

Oracle eBS version 12.2.3

Ever since the upgrade in Dec 2023 we are having issues where users cannot approve their claim and we have to get them to withdraw and resubmit again. That is when the approve button appears. How can we resolve this issue?
