Patching non ASM OEM Database from 19.0 to 19.21

Hello Everyone

We have the following OEM Repository / OMS running on our 13.4.0.0.0 OEM Server

DB Version : 19.0.0.0

OS = RHEL 7.5 Linux X-64

The OEM Repository database is NOT running on ASM so we dont have a GRID infrastructure installed on our OEM machine and the database is using linux file system

We are new to OEM Management and trying to figure out how to patch the OEM Repository Database to latest RU of 19c Like 19.21

Is there a MOS / Document out there that can guide us with this task? like what exact patch we need to upgrade the OEM database from 19.0 to 19.21.
