sysctl settings in OL8

In OL7 we had a bunch of entries in /etc/sysctl.conf for various settings and it seems like in OL8 they are set 'somewhere' but not in that file anymore.

There is 'Oracle Linux: Modifying Kernel Parameters on Oracle Linux ( Doc ID 390279.1 )' but it is a bit dated so just wondering what is the correct method of making changes like do I edit /etc/sysctl.conf or make a new file entry in etc/sysctl.d/?

Here's my example:

->cat /etc/oracle-release

Oracle Linux Server release 8.9

** check for settings and nothing defined

->cat /etc/sysctl.conf

# sysctl settings are defined through files in
