Proper Way to Inactive a Program

Question: What is the proper way to inactivate a program? Set the current program row to inactive or add a new program row and set the new row to Inactive?

Scenario: I have a parent program, "Mommy Program" that has children programs, "A", "B" and "C" as its equivalent - so if I take either A, B, or C, I can get credit for "Mommy Program".

However, child program A is no longer being offered so i need to inactive in a way that will still allow people who have completed program A in the past to get credit for the "Mommy Program" if they register for "Mommy". Thoughts?
