Workflow Question

Product: ELM On-Prem

Question: Is it possible to create a Workflow that auto-denies program registration? I need to be able to have a program open to my workforce for them to see but not open to them for Register - admins will be in charge of registering students in the program.

As a workaround I was thinking of setting up an approval workflow that denies anyone that attempts to Register for the program but also send them an email saying why they were denied. Thoughts?
