Issues with converting individual Oracle Form from 12.2.1.3 to 12.2.1.19?

I am working on migrating and Oracle Forms and reports application to a new RHEL 8 server from a RHEL 7 server. In order to get Oracle Forms and Reports to install RHEL 8 I am also having to upgrade the application to Oracle Forms and Reports version 12.2.1.19.0.

The application has a total of 54 forms included in the application. At this point I can say of the forms that I have tested after recompiling them after moving the application to the new server, I have run into this problem with a single form.

On the old server the form in question opens up. on the new server when I try to open the same form, nothing will happen and after trying to open the form no other forms will open until I refresh my browser.
