How can I run a process to generate picks from one stockroom to go to another for inv request??

We are implementing a new warehouse to store supplies. Needing to run a process to review on hand needs in another stockroom to generate picks from the warehouse stockroom location for fulfillment. Ideally the stockroom would enter a requisition to the warehouse, but not create a PO to go out to the vendor.
