Is it possible to force de-registration on SBC upon receive ASR with "BEARER RELEASED" cause ?

I faced a problem on VoLTE, which is very popular as I assume: registered VoLTE subscriber loses the radio connectivity or switches to roaming. PGW closes the Gx session and PCRF informs SBC about it with ASR "Bearer released" request. But SBC does not remove the registration from cache and does not terminate the Rx session. In result, this registration remains active in TAS and core.

As per TS 29.213 (and normal logic), SBC shall terminate also Rx session by sending STR to PCRF. I see that this works only when SBC receives de-registration from the terminal, but not in "bearer released" cases.
