scroll controls (the four arrows) are missing, at the bottom of the list applets

Siebel on-prem, upgraded from IP2015 to 24.2, the list applets in 24.2 does not show the set of scroll controls (the four arrows) at the bottom of the list applets.

The picture is attached from the older version and it shows the four buttons for scrolling list. These buttons are missing in 24.2.
