Why is Navigation Collection is not matching what is showing when going to the tile?

I made a change to a Navigation Collection in our development area. All looks good in development. I created a project inserting the folder and content references and copied it to our test area. When I look at the Navigation Collection on the Manage Navigation Collection page it shows the change. When I go to the tile it doesn't show the change.

I have tried running portal security sync and clearing the cache on my browser but it still does not show the change.
