is it possible to have quantity over a kit item without using the work order

Retail team has new requirement as they are implementing the WMS, they need to have a kit item grouped from inventory componenets to sell this kit item, but they need to deal with this kit item as an inventory item that has quantity without using the work order, is there any way to have this set up?
