First launch application with big front On-prem 11.2.16.

When first launching the application (Any Plan application) in Workspace on-prem 11.2.16 or lesser version there is a big front display in seconds then it disappears then loads the webforms. The 2nd time launch plan application is fine. Only on the first-time launch has a big front then disappeared. Does anyone have any experience with why is doing this and if there is a solution to fix it?
