Is it possible to have a two-stage RFQ but run the evaluations in parallel, not serial?

Oracle EBS 12.2.11
A requirement has come up to allow the Tech and Commercial Evaluations in an RFQ to take place at the same time instead of sequentially, while also restricting the Technical Team from seeing anything related to the Commerical bid. This is because an aggressive schedule doesn't allow for the technical eval to complete before starting commercial and there is heightened sensitivity around the bid pricing.
Is this possible?
