OEM 13.5 Agent Status Says Not Running When Attempting to Start Agent it Says Already Running

Hello,

I having issues with OEM 13.5 agent installed on Windows server, status of the agent says agent is not running when tried to start it says the service has already started.

From oracle support i looked at Doc ID 2991350.1 and killed the rogue process then agent is backup talking to database. The issue is it keeps on repeating and happened many times in the past couple of week.
