P31113 intermittently does not create the IM (manual issue) in the F4111.

P31113 intermittently does not create the IM (manual issue) in the F4111. The transaction correctly updates the F3111 and correctly is accounted for in manufacturing accounting and F0911. This is for Line Type S items with fairly shallow BOM's.

Any thoughts/ideas are appreciated.
