Show configuration is showing ORA-16664: unable to receive the result from a member

I am on Enterprise Edition version 19.22.0.0.0 and when I show configuration I get :

DGM-17016: failed to retrieve status for database dbname
ORA-16664: unable to receive the result from a member

I have checked and dataguard is up to date and this is not a standby database that I would switchover to it is merely a read only copy, but this is frustrating me.

I have do a validate network configuration for this database and it all checks out apart from saying

Oracle Clusterware is not configured on database dbname

but clusterware is configured for this standby database. If I do a validate DGConnectIdentifier for this database it connects but complains about clusterware again but uses the static connect identifier, also validate static connect identifier connects
