Help File in BP Setup

How does the help file come over from Stage (Development) environment to Production in the Configuration Package? Is this done by tagging the BP's "Setup" in the Component List under "Shell Templates" section? If so, this is then not working and I need to create an SR. If it comes over by some other means, please let me know.
