NY Metro Tax Locals P0023 and P0047

I added the local to an employee for the first time today, He is in zone 1 (P0023). The tax calculated at the max (.34%) yet we have not met the $312K threshold for the quarter.

Why is the tax calculating at the highest rate rather than the .11% and why would it calculate prior to or NY payroll meeting the $312K threshold.
