Autoupgrade from 11.2.0.4 to 19.3 fails with verify_queryable_inventory returned ORA-20001

Hello everyone. I'm hoping that you can help me my upgrade issue. I'm attempting to upgrade an 11.2.0.4 database to 19.3 and it fails. I have already upgraded one database from 11.2.0.4 to 19.3 on this server using autoupgrade and the upgrade completed successfully.

Here is the server and database information.

OS release: HP-UX Itanium (11.31 ia64)

Oracle database version: 11.2.0.4 Standard Edition non-cdb, non-pdb

The configuration file is:

global.autoupg_log_dir=/oracle/19.3/jobmgr

bcso.source_home=/oracle/11204
bcso.target_base=/oracle
bcso.target_home=/oracle/19.3
bcso.sid=BCSO
bcso.start_time=now
bcso.log_dir=/oracle/19.3/database/logs/bcso

bcso.run_utlrp=yes
bcso.timezone_upg=yes
