Job Requisition Translation - poor user experience/logic relying on user's language settings

I have read all available documentation and related posts in the community but hardly can understand we have to deal with this situation.
Our Requisition templates have English as the source language. When creating a new requisition by a user who has English as the preferred system language, the requisition can be submitted for English and 2 other languages (Dutch/French).
However, when a person with a preferred system language deviating from English raises the same, the error is thrown (IRC-1590801) to translate (at least the title) in the other languages.

My thoughts on this:

  1. Why is the preferred system language of an end user breaking the setup? (this logic is breaking the design..)
