Can Funds Distribution budget checking hit the Encumbrance ledgers in Commitment Control?

Hello - We are on FSCM 9.2 and want to explore if we can setup a new analysis type with amount type as "Encumbrance" and load transactions into Project Costing using the 3rd party loader. The idea is to have Funds distribution process these rows and generate the new entries and budget check them but hit the Encumbrance ledgers.

Not sure if anyone has explored this in the past and wanted to check with the experts if this can be achieved.
