odacli create-database questions on ACFS volumes after update to 19.17.0.0 X8-2HA

Hi there,

I am no longer able to create 11.2.0.4 databases using existing dbhome, using BUI or odacli. I may be forced to create the ACFS (redo,data) mounts manually and then use pfile/dbca method to create the RAC database.

I wanted to inquire before going this route.
I found some hint, but would like confirmation if this is no longer allowed. Is it because 11.2.0.4 is now in stability support and therefore the ODACLI and BUI methods are no longer supported for 11.2.0.4?
In user guide, it mentions that,
Oracle Database 11.2.0.4.160419 is not supported. Attempts to create an Oracle Database 11.2 against an 11.2.0.4.160419 database home will fail.
