EBS 12.1.3 on Oracle Linux 8 issue

Looking to get our on-prem 12.1.3 on OL8 in preparation for an upgrade to 12.2.x. Since an in place upgrade from OL7 to OL8 isn't supported working to setup new servers and then go through the rapid clone process to get a new UAT environment setup that we can upgrade.

Worked through the database tier (got some help here to install a required RHEL7 package) and now I'm trying to get the app tier working but it is currently failing trying to start the app tier. Issue I have is when it tries to start OHS and then when I looked in the HTTP_Server~1.log I could see it complaining about "error while loading shared libraries: libdb.so.2: cannot open shared object file: No such file or directory" so I see where I missed that step and downloaded the path that provides libdb.so.2. That then seemed to introduce a different
