Planned Effective Date (DLEJ) does not update on the second OT line

If a transportation enabled ST order has 2 lines with the same shipment number and the Promised Delivery/Ship Date on both the ST order lines are changed through P4915 (Work With Shipments), then the Planned Effective Date (DLEJ) on the OT side is only updated for the very first line. It does not update on the second OT line. This cause the Supply and Demand to show different dates for the OT lines (though tied to the same ST shipment) since the Supply and Demand application is based off the Planned Effective Date (DLEJ) from the OT transfer purchase order
