P98230 disable rows

Hi, we active several new activity rules from P98230 app for QA env status 28

if QA env stopped, I means shut down, so that keep standard status dv21→py26→pd38, so doesn't promote to status QA 28, so that status PY26 directly promote to status PD38 should work.

In this scenario, as I say before QA env is disabble, do I disable from P98230 all rows for py26 → qa28 status?
