Interfacing Concur Expense Transactions to Oracle Payables passing through Fusion Expenses

HI Everyone,

We are in the middle of Oracle Fusion implementation, we use Concur for Expense Reports creation and approval, we like to import approved ERs into Oracle Fusion Payables, but instead of importing them directly into Payables through open payables interface, one of the suggestion was to pass them through Oracle Expenses and that way we won't have to create/convert 14k employees as suppliers. Please let me know if that's possible and some detail would be appreciated.
