What is the proper National and Fiscal Data Set Up for an Employee?

What is the proper setup for Federal/State/Resident/Local tax filing status in the National and Fiscal Data Set Up for an Employee?
I was instructed by previous employees for the following (listed below), but now am questioning why we classify Head of House as "single" in State/Resident/Local areas. Is that correct or should Head of House be "H" in all tax fields?
Federal: M=Married; J=Single; H=Head of House
State: A=Married; S=Single and head of house (told head of house are single, technically)
Resident: A=Married; S=Single and head of house (told head of house are single, technically)
