MRP Creating New Work Order Instead of Using Available

Using 9.2

I'm baffled at this one. I have an SKU that is prompting new work orders for each demand versus using the quantity on hand. I cannot see anything that would cause the issue:

You can see starting on 9/30 that we have enough starting quantity to meet the demand. Yet, the system is prompting for new work orders.

Supply and Demand is showing the same.

I've double checked the setup against an item that is working correctly and don't see any major differences on either Item Branch or Bill of Materials. The only potential is a setting for Sell By Days, but we do not have MRP set to use Sell By Days.
