Making Pages Display Only In Fluid Job Data Using Page and Field Configurator with Criteria

For Fluid Job Data I am attemtping to make certain pages display only for the criteria Action = Pay but exclude users with a specific role. I have mapped the config and saved but it is not applying my configuration. Am I not configuring something correctly or is there an issue with this functionality in PFC? We are in tools 8.59 Pum 46. This also appears to be happening in our tools 8.6 enviornment as well.
