Unable to add Alert Destination - Email Recipients

1) Unable to import Alert Destination exported from 11g pipeline
2) If an Alert Destination resource is created in 12c with the following steps:

 

Created a new OSB
project:TestPrj->Resource->Miscellaneous->Alert
Destination->Ok->Resource Name:TestAlertDestination->Create, a
new Alert Destination Definition:TestAlertDestination was created.

Clicked TestAlertDestination, under Alert Destination Definition->email Recipients->Recipients, clicked "+", it was blank
