Workflow for Address Changes in PeopleSoft HCM 9.2

We are beginning to support more states for remote workers. Therefore, we are taking state withholding taxes on the employees for these states.

We have been asked to use/develop a workflow on Address Changes within Employee Self-Service that will route to HR for approval or disapproval on the employee's home state address. If approved, payroll will then be notified that the State W-4 will need to be updated for the employee.

Is there a delivered workflow or configuation in Oracle PeopleSoft that will handle an employee changing their home address that would then go to HR for approval for the state? I would imagine that there would be some customization of some type involved.
