Configuration of Hard Partitioning with multiple KVM host

Hello.

I'm attempting to set up three Oracle Linux KVM hosts and configure hard partitioning to restrict Oracle database licensing.

Can I assign two out of the three hosts per one VM for hard partitioning?

I'd like to ensure high availability for a single database configuration.
