Why is my custom rdf to XML report not showing output when run in EBS 12.1.3

Hi,

I have a custom rdf, which has output when run in Report Builder and in SQL but when running through EBS as an XML, no data is coming through. I have run it with and without the XML Template and both are not returning data.

See attached the rdf and XML file and rtf template
