Why do I need to manually restart the has component every time

OS VERSION:SUSE Linux Enterprise Server 12 SP2

RAC VERSION:rac 12.1.0.2.0

Why do I need to manually execute the command/bin/sh/etc/init. d/init. ohas d run>/dev/null 2>&1</dev/null every time the host restarts in order for CSS/CRS to start successfully?

/opt/oracrs/product/12cR1/grid/bin/crsctl config crs

CRS-4622:oracle High Availability Services autostart is enabled.
