Open Enrollment error adding/updating Dependent Beneficiary

We have just finished testing PeopleTools 8.60 and while testing Open Enrollment (not Fluid Open Enrollment) discovered that when adding or updating a Dependent we get a 'W3EB_DERIVED_WF.HR_ALERT_TEXT' error preventing the add or change to the Dependent. This is a reported bug 360598959, but there doesn't seem to be a patch or fix (at least none we can find).

Has anyone else resolved this error?

Appreciate any insight.
