Why does datapatch sanitycheck say my TEMP db is full?

I'm running the datapatch -sanitycheck to before upgrading an Oracle Database 19c Enterprise Edition database from 19.15 to 19.22. But I keep getting a warning that the TEMP tablespace is too full and it is essentially empty. The tablespace has a max size of 32GB and has more than 31GB free. The warning says the usage is > 97% and has < 1GB free space.

Check: Tablespace Status - ERROR

  Temp tablespaces must have sufficient space for patching. Minimum recommended space is 2GB.

  Tablespace is above 80% of used space or it has less than 2GB of space left.
