How to restrict allocate option from Transact Move Order form in Oracle EBS R12.2.4?

We want the allocate option in the transact move order form to be available only for the specific jobs or can be accessed after the approvals from respective managers with a valid reason.

How can we achieve this? Can anyone help us on this setup, thank you in advance.
