Codec-Policy not applied to 183 response

I have a codec-policy on both ingress and egress interface with the purpose to allow only ulaw, alaw and 101, then re-order codecs to make ulaw first choice.

It works as expected on INVITE requests and 200OK messages, but, for some reason doesn't get applied to 183/sdp messages.

I guess the question is, is the sbc working as expected?
