OPATCH_PATCH_UPDATE_JOB fails with "Unexpected end of ZLIB input stream" checking patch 28186730

Since the availability of latest CPU release (16-04-2024), our OPATCH_PATCH_UPDATE_JOB suddenly fails daily with :

Downloading the patch "28186730" that is of version "13.9.4.2.15" and platform "Generic Platform"...

    [ERROR] Exception occurred while fetching the patch metadata collection: "Unexpected end of ZLIB input stream"

An error occurred while downloading the patch : An error occurred while perform post processing for the patch "p28186730_600000000209277_2000_0". For more details, check the OMS log.

Looking in the OMS log , i see :

2024-04-24 07:32:21,400 [RJob Step 2797269] ERROR swlib.PatchStoreManagerImpl logp.251 - An error occurred while updating OPatch component in Software Library: Unexpected end of ZLIB input stream
