Payroll for NA - Retroactive Pay setup, cannot get retro earnings calculated

We are using Peoplesoft for NA 9.2, image 44, Peopletools version 8.60. We are trying to use the retroactive pay functionality for the first time and have followed these steps in a test environment:

  1. Set up an earn code eligible for retro and an earn code used to pay retro. The retro-eligible earn code is Hours only. The code used to pay retro has the retro-eligible code set as the Single Earnings code under Based on Other Earnings/Hours on the Calculation tab.
