Bulk Filer - Where to Setup?

Where is the setup to indicate that a company is a bulk filer in payroll? We have a SUT (State Unemployment Tax) file that needs to be loaded for Michigan but we cannot find where to indicate it should be in the Bulk Filer format.

There are no run control parameters on the page for Michigan Quarterly Reporting.

Navigation: Payroll for North America > U.S. Quarterly Processing > State Quarterly Wage Reporting > Create Qtrly Wage File IL-NC; MO/MT/NC/Others; Others tab.
