Is Oracle Business Intelligence Cloud Connector (BCCI) a Licensed component or is readily available

in Patch Reviews - Middleware (MOSC) Question

As part of 24 B patch - "Use Oracle Business Intelligence Cloud Connector to extract archived accounting data to external storage areas before purging".

1) Is there a license that should be acquired to use Oracle Business Intelligence Cloud Connector.
2) The external storage should be acquired as part of this process explicitly or would be available by default.
3) In any point of time , how do we refer or retrieve back the archived data in this process.
4) If the Archive and Purge is enabled, is it a automated process that does the Job on daily basis or needs to be manually triggered.
