WO Issues for Hard Committed RM's

We are using JDE 9.2.7.2

I am using P31113 to issue RM's. I have 15#'s available, and I hard committed that 15#'s of material to WO #1. That puts my available inventory at zero when I do that. When I go into WO #2, it has the same material in the PL but nothing is hard committed. When I go to issue material to WO #2 of that RM it lets me. Should/Could the system throw an error saying no inventory available if I have the PO to P31113 turned on to not allow negative inventory? I see that
