Payroll Element that's Recurring every Quarter with Input Dates of Quarter Start and End Dates

Hi - need help in setting up input values for earned start date and earned end date that reflect the first and last dates of a quarter. We created a new element that will be processed the first check date of a quarter but for previous quarters start and end dates. The input values need to reflect the start and end dates of the previous quarter so the payout shows that it was paid out for the quarter. The dates need to be populated prior to payroll processing. A custom program won't work because business is not OK running the
