VPD not getting enforced from Oracle Report

A VPD was created on PO Headers All table, with ORG_ID = 'ABC'.

When I execute the Oracle Report call from Responsibility (that has a profile set us as ABC Operating unit at resp level); the report output is not enforcing the Condition "and org_id = 'ABC', and returning the output from all Operating Units.

Any leads on this please?
