What does the error Transactions was submitted for approval mean?

I am trying to retire/dispose assets using the import data via spreadsheet. I am able to upload the data but when I run the transaction edit process I am getting the error "Transaction was submitted for approval" and the intfc id lines are in error. What does this error mean and how do I get past this error so that I can retire/dispose of these assets.
