How does the BUS_UNIT_TBL_HR Record get Populated in FSCM?

We are on 9.2 Image 47, PeopleTools. 8.60.10.

We discovered an issue with the last two Business Units that were setup where if an employee is in one of those BUs the travel profile that gets updated by the Load Employee Data process doesn't contain the correct BU, and most recently we have one employee where the travel profile won't create at all. When looking into the issue we found those two BUs are not on the BUS_UNIT_TBL_HR in FSCM, though they do exist on the same record in HCM. It appears the Load Employee Data process is looking for the BU on that record in FSCM and
