ODA 19.22: odacli list-availablepatches reports "No data found"

We just re-imaged an ODA X10 with 19.22. When I try to list available patches, I get the following:

/home/oracle> odacli list-availablepatches
No data found for resource 'Available Patch Information'.

When I look in the dcs-agent.log I see an error about /opt/oracle/oak/pkgrepos/System/19.22.0.0.0/patchmetadata.xml missing:
