Using Items for Service Based POs

How can we utilize items to classify our spend for service based POs? I want to create a PO with an item (not a category), assign pricing to that item, and have it cut as PO. Is there flexibility within the line type that allows for a line type to hold an item but not be treated as an inventory item?
