Time approval notification being received in wrong department

PeopleSoft V9.2 / People Tools 8.59.15 / PUM Image 45

Here's the scenario:

Bob has Job records in Dept 1 and Dept 2. Bob's Dept 2 Supervisor is Kevin, who reports to Jane, also in Dept 2.

Jane, in Dept 2 (not in the Dept 1 reporting hierarchy at all), is getting time approval notifications for Dept 1 EEs who report to Bob's Dept 1 position. The correct notifications are going to Dept 1, but also to Dept 2, and I can't figure out why. Would love some ideas about what I might be missing in the setup that would be allowing this.
